Hi Kojai,

I think it will be very difficult to get the license. However, it will not be too difficult to take care of the bird.

If the bird have feathers already, it should be able to know how to tear the meat and eat already. what you can do it provide it with fresh meat (better if it small peices - it will make it easier for it to eat)

after few month if you have plenty of area, it will start to fly around.
Best Regards,
Tanin

having said that, if I am not mistake... peninsular Malaysia and Sarawak have different set of wildlife Act... so possibly in Sarawak, it will be easier to get it.

(in the last Act, some of birds of prey species is not totally protected in Peninsular and Sarawak) Act 716 have many species that totally protected... but I am not sure if Act 716 cover Sarawak or not... The last Act 76 (previous act) doesn't cover Sarawak if I recall correctly.

In case the current Sarawak wildllife Act have any species which not totally protected, you should be able to keep it.
